I mean, his Vtuber Avatar is very short looking, very femboy and I don't know if it's skirting the rules or not... :-S

He's completely & utterly adult, but small guy + taller woman is close enough to something not authorized for me to question this !

Just as @Aalasteir said, if you aren't 'entirely' sure about if you're 'allowed' (or not) to post something, make sure to 'consult-it' with a Moderator, like Exedor (or any other Moderator of the 'list' that @Aalasteir has previously 'provided' as well.)

Or else, you could try to 'guide-yourself' a little regarding this topic with the 'Content-Submission-Guidelines', which you can see them right here, at the following link:

Make sure to 'give-them-a-look'. They can be pretty useful, whenever you feel 'insecure' about what it's 'safe' and what it 'is-not-so-much-safe' to post about, around these 'grounds'.
